PayPal is searching for a
Head of Risk Management. The Head of Risk Management Department, acting as second line of defense for PayPal Russia, in charge of the Risk, Internal Control Service and Compliance function, oversees the risks of PPRU and ensures adequate measures are taken to keep PPRU operating in line with regulatory requirements associated with the operating licenses granted to PPRU by the Central Bank of Russia.
Job Description:
- Leadership of a team of Risk and Compliance managers and analysts providing second line oversight & advisory support for PPRU risk and compliance processes.
- Performance of internal control service functions as set out in chapter 4(1) of CBR regulation 242-P (regulation on organising internal control in credit institutions and banking groups).
- Ensuring timely delivery of regulatory reporting as it relates to internal control and oversight of Compliance activities for PPRU as set out by CBR regulation 242-P.
- Embedding risk and compliance frameworks set out by PayPal.
- Management of Business Continuity Planning and Oversight.
- Provide leadership and oversight for critical program deliverables including; risk assessments, annual and periodic plans, policy development and all governance material preparation in line with internal and regulatory obligations.
- Design, implement & lead process/product reviews to identify and mitigate first line risks, both operational & regulatory, in line with PPRU policy and appetite and regulatory requirements.
- Continuously maintain specific payment services risk and compliance knowledge to proactively advise PPRU on future and emerging regulatory risk & requirements across the evolving product offering.
- Working closely across the Risk & Compliance team and across functions, geography's and lines of defense regarding strategic development, alignment of processes and continuous improvement of policy and relevant control frameworks.
Experience/Qualifications:
- 10+ years in financial industry with proven experience in compliance Manager function. With clear preference for experience within Payment Systems, Merchant Acquiring and alternative payment methods.
- Provide structured and flexible solutions. Tough yet balanced decision maker with sound judgement, calm under pressure, and the ability to prioritize and delegate.
- Personal confidence and humility. Gravitas and outstanding communication and interpersonal skills, applicable at all levels of PayPal. Adept at building internal as well as external network.
- High personal resilience a self-starter with energy and drive for results. A high degree of self-motivation is a given.
- Degree level education.
- Excellent English communication skills and writing skills.
- Strong problem solving, operational process and analytical skills.
- Experience with regulators and the regulatory exam process in a financial institution.
- High energy and creativity, an entrepreneurial spirit and the desire to work in a fast growth and changing environment.
- Ability to work within a matrix environment and cross functionally with operations and technology functions.
- Experience in working in close partnership with technology and engineers on product development.
- Strong project management skills and ideally change management experience.
