Governmental Relations is an advocacy function. The purpose is to contribute to Nokia’s competitive advantage by proactively influencing the regulatory and political environment, addressing issues and opportunities vis-à-vis political stakeholders, and to contribute to our company vision.
The Head of “Government Relations Eastern Europe” will work as a key interface between Nokia and governmental stakeholders in Russia and other Eastern Europe countries. These stakeholders include the Russian Ministry of telecom and mass communications, the Ministry for Economic Development, the Ministry of Industry & Trade, President Administration, relevant federal offices and others. The Head of GR Eastern Europe identifies regulatory issues and matters of interest or concern to the company and drives the development of company positions as well as respective cooperation and coordination with customer GR teams.
The work is based on networking across the business units together with internal experts including from Legal, Corporate Affairs, and business unit subject matter experts.
The function is embedded in Marketing and Corporate Affairs, MCA Government Relations. Close cooperation with the regional organization is expected.
Concerning interregional matters, the successful employee will work closely with the Head of GR Europe, the central Nokia GR team and other GR colleagues as well as subject matter experts from other units as BLCTO.
The position will be responsible for building visibility and leadership on behalf of Nokia within appropriate fora, associations, and events including St. Petersburg Economic Forum, Association of European Businesses, as well as RCC. In addition, the Head of GR East organizes workshops with his/her stakeholders and arranges high level meetings for the company leadership in his region.
Working with the company leadership in the region, the Head of GR East will drive the development of short-term and long-term lobbying strategy and targets and will also lead efforts to identify opportunities for company expert participation in governmental and industry panels and events.
Brand Management & Communication — Brand Specialist
Graduate education in public policy or law preferred. At least five years of experience in Government Relations or similar expertise. A working knowledge of the agencies involved in activities associated with Nokia business activities is required.
Familiarity with key trade associations within the ICT sector and previous experience working on regulatory issues including spectrum, intellectual property, standardization, and other wireless issues is preferred.
The role requires the ability to work cooperatively and effectively in a complex environment where flexibility and influencing skills are essential.
