Disaster and Crisis Preparedness Delegate.
Organizational Context:The purpose of the position is to support and strengthen the Russian Red Cross Society (RRCS) and the Belarus Red Cross Society (BRCS) work in disaster and crisis management with a particular focus in disaster preparedness, through the provision of timely and high-quality disaster preparedness services to the National Society. Moreover, the incumbent will provide support to the NS DM Focal Points responsible for developing a pool of domestic surge members (i.e., team leader, emergency needs assessment, cash and voucher assistance, community engagement and accountability, humanitarian relief assistance, and other cross cutting areas).
Job Purpose:
- Monitor disasters and crisis with potential humanitarian impact
- Ensure accurate and timely reporting from NSs via the IFRC Go Platform to inform the RCRC Movement
- Ensure the appropriate and proper use of Federation disaster response tools and that interventions and operations are adhering to Federation strategies, policies and guidelines (e.g., Strategy 2030, Global Agenda, Code of Conduct, Principles and Rules for Disaster Relief, Seville agreement etc.) and provide technical input where needed, in close collaboration with the Federation’s technical department
- Liaise with international, government and non-government agencies and collaborate as appropriate
- Ensure guidance and support to NSs to strengthen their disaster response capacity and to improve standing readiness for disasters including promotion of cross border coordination and collaboration amongst the NSs
- Support National Societies in their National Disaster Response Mechanisms, including response and contingency planning based on national disaster risk analysis, Standard Operating Procedures for response and the development of National Disaster Response Team (NDRT), and Branch DRTs (BDRT) harmonizing them with other IFRC Disaster Management tools
- Expand and strengthen response capacity by organizing and facilitating surge trainings and harmonizing it with other IFRC regions and in coordination with IFRC Geneva
- Support the NSs to be better connected to the authorities (i.e., EMERCOM in Russia, Ministry of Emergency situations in Belarus)
- Support development and delivery of relevant trainings and simulation exercises for the NS in line with Federation-wide and, regional policies and strategies
- Work effectively and closely with NS counterparts with focus on the Disaster Management department ensuring that all response activities are developed in coordination with other sectorial teams as appropriate
- Support the NSs in responding to small, medium and large-scale disasters and help them to anticipate, prepare for and respond to disasters and crisis in an effective and efficient manner
- The incumbent will also be supporting the Heads of Disaster Management department of the NSs with the tasks such as:
- Provide support in mobilizing resources for the components of preparedness and response. Contribute to identifying and engaging with potential donors, and in preparing project proposals and documents
- Produce regular, timely and accurate narrative and financial reports for the Federation and for donors
Requirements:
Education:
- University degree in relevant area or equivalent experience required
- Technical training in the disaster preparedness, response and recovery
Experience:
- At least 7 years of experience in disaster management
- Field experience in coordinating and managing disaster response operations
- Experience in disaster preparedness related activities (Contingency Planning, Emergency Response Teams, etc.)
- Minimum of 5 years work experience with the Red Cross Red Crescent Movement
- Experience in project cycle management including proposal development, budgeting, reporting, monitoring and evaluation
Knowledge, Skills and Languages:
Required:
- Knowledge of RC/RC and knowledge of EU and UN global disaster response tools
- Strong analytical and problem-solving skills with independent decision-making capacity
- Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people’s opinions
- Knowledge and experience of working in the Russian speaking countries
- Flexible and adaptable to work effectively in a multicultural environment and ability to travel at short notice
- Fluently spoken and written English
Preferred:
- Fluently spoken and written Russian
- Good command of another IFRC official language (French, Spanish or Arabic)
