The role
The Cost Manager is accountable for pre-construction budgeting, estimating, cost advice and the management of the bid/award process when onboarding General Contractors and Construction Managers. They will also be responsible for supporting the Project Delivery team on post-contract cost control and cost reporting as and when required. They will work closely with the Enterprise Pre-Sales team and ensure all deliverables are met.
Their role includes coordinating with cross-functional internal teams such as sales, design and delivery), engaging with third-party consultants and preconstruction Construction Managers / GC’s, and collaborating closely on a regular basis with the wider business to drive projects towards a successful completion – on time and under budget. The Senior Cost Manager may be required to travel when necessary to maintain success across all of their projects.
Role Responsibilities
The Commercial Management group includes the role of Cost Manager, Senior Cost Manager and Director of Cost Management, each role is dependent on the level of skills/experience and leadership qualities the candidate has.
Manage all estimating and budget/cost advice to the Enterprise Pre-Sales team and ensure all deliverables are met
Advise on procurement strategy and suitable contract types
Provide contractual advice and assist in dispute resolution
Provide post-contract cost control and cost reporting services on high-profile/ high-value projects
Present cost documents, reports, etc to Company Leadership and Enterprise Members
Provide high-level feasibility ROM budgets from early concept level and/or due diligence information based on the businesses or Members financial goals
Produce detailed construction estimates from Schematic and Design Development level information
Continually review the design against the control budgets / financial goals; flag potential cost increases/risks
Ensure all Leadership or Member facing documents are in a presentable format using uniform document and reports
Manage the flow of cost information when engaging with 3rd party estimating consultants or pre-con Contractors
Partner with the design, delivery and sales team to ensure all submitted budgets are accurate and align with all design, scope and financial objectives
Attend meetings to present estimates/budgets
Continuously advise on cost savings / Value Engineers opportunities throughout the design process
Manage the Value Engineering process, reporting and tracking
Provide cost advice/support to the Product team on all design initiatives, special projects, etc
Assist the Project Delivery team with incorporating all required cost control and bid/award tasks in the project schedule
Advise on the suitability of all available construction contract types and advise on bid/award timelines and schedules
Plan and manage the bid/level/negotiate/award process when onboarding Pre-construction Construction Managers or General Contractors (GC); review and analyse all commercial terms in order to provide a bid leveling report and recommendation to leadership
Manage all commercial aspects of the Pre-Con Construction Managers scope and partner with them on the bidding and award of all subcontractors and suppliers; negotiate the base contract value and terms with the GC (GMP, fixed price, etc)
Ensure all construction contracts are competitively bid and awarded at best value / minimum risk to the business and/or Member
Advise on the proposed commercial terms on all construction contracts
Assist with any legal or contractual disputes
Support the Project Delivery team, as required, on all post-contract cost control, closeout of contacts and cost reporting tasks (Change Order management, ACR, contractor payments, etc)
Administer and assist in presenting all Enterprise Member facing cost documents when required (bid reports, ACR’s, etc)
Support the Project Delivery team with the monthly project-level cash flow forecasts inclusive of timely TA billings
Effectively identify, raise and resolve project cost risks using standard company processes and systems
Assist the Commercial Management team with the implementation and/or improvement of all cost control/management processes, strategies, etc
Continually update in-house cost benchmarking data and pricing data
Qualifications
Bachelor’s degree in Construction Engineering or Management or equivalent work experience is required
7+ years of construction estimating or construction cost management experience in commercial interior fit-outs or base building projects
Proficiency with On-Screen Takeoff preferred
Well-developed estimating, communications, financial analysis, budgeting, purchasing, negotiation and computer skills are required
Impeccable and concise communication and presentation skills, verbal and written
Highly resourceful problem solver and quick learner
Demonstrated ability to consistently meet deadlines
Strong time management skills and experience managing multiple projects simultaneously
Reliable, focused, and detail-oriented
Excels under pressure and can maintain a calm demeanor at all times
Ability to work both independently and cooperatively in a fast-paced environment.
