UNICEF Regional Office for Europe and Central Asia (ECARO) has established its outpost office in Moscow at the end of 2021. The mission and objectives will be to foster collaboration on the use of knowledge, technical expertise and best practices with the Russian Federation in support of UNICEF’s strategic framework; advocacy and mobilization for children's well-being, with a view to promote the SDGs’ achievement; regional and global dialogue and cooperation on the priority issues of maternal, child and adolescent health and development; and support to UNICEF regular programmes, emergency, and humanitarian operations.
How can you make a difference:Communication Officer will provide support in planning, implementing, monitoring, and evaluating, advocacy, communication, information exchange, and mobilization for children's well-being within the 2021-2023 UNICEF-Russia strategic work plan.
Key End-Results:
- Advocacy: Enhanced regional and global dialogue and cooperation on the priority issues of maternal, child and adolescent health and development, and support UNICEF programmes of cooperation at the regional and global levels are facilitated
- Communication: Production of communication products and materials are timely executed and followed up to support regional and global priorities and resource mobilization. Collection, analysis and dissemination of information, education, and communication materials in the Russian language, as well as production of a high-level press-releases whenever required are ensured
- Media relations: Effective and timely professional assistance and support are provided in developing, drafting and maintaining media contacts database. Relationships with journalists and media outlets covering all media – print, TV, radio, web, etc. are well established
- Partners and special events: The UNICEF contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts), whose support is essential to assist in achieving the advocacy and communication objectives of the workplan is maintained and further developed
- Monitoring and evaluation: Regular monitoring and evaluation of activities are undertaken according to the workplan to ensure maximum impact and continuous improvement of communication efforts. Results and reports are prepared and shared on a timely basis
Key Accountabilities, Duties and Tasks:
Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.
Advocacy and communication materials:
Ensure that the production of advocacy materials and communication products is timely executed and followed up to support effective communication, regional and global campaigns, and priorities and to support resource mobilization as set out in the workplan.
Duties and tasks:
- Implement the advocacy and communication tasks
- Gather content and coverage of relevant country experience and knowledge for further dissemination within UNICEF country programmes at the regional and global levels
- Produce advocacy and communication materials that meet UNICEF global standards
- Support development and maintenance of UNICEF global website in the Russian language
- Support in drafting and editing articles, press-releases and other advocacy/information materials for both web-based and traditional media, as well as briefing notes as appropriate
- Establish or maintain an up-to-date documentation centre for communication materials including publications, press-releases and clippings, photographs, audio-visual materials, web resources, etc.
Media relations:
Effective and timely professional assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web etc.
Duties and tasks:
- Establish, maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media whenever required
- Support in drafting and editing articles, press-releases, human interest stories and other advocacy/information materials in all media formats, as appropriate
- Prepare background communication and promotional materials; assist in the planning, logistic and administrative arrangements
Monitoring and evaluation:Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts. Ensure results and reports are prepared and shared on a timely basis.
Duties & tasks:
- Contribute to developing an advocacy and communication strategy
- Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences at the regional and global levels
- Monitor the public perception of UNICEF in Russia and recommend appropriate action to maintain a positive image for the organization
- Assist in providing feedback to ECARO and DOC on the use and appropriateness of regional and global communication materials such as publications, images and multimedia products
- Close follow-up and coordination with the ECARO Communication Unit in terms of the published Russian language materials on UNICEF Russian Facebook page and other social media channels
Partners and special events
The UNICEF contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts), whose support is essential to assist in achieving the advocacy and communication objectives of the workplan, is maintained and further developed.
Duties and tasks:
- Help organize and generate public support for special events, press-launches, and activities to promote UNICEF partnership with the Russian Federation
- Support in developing and maintaining close collaboration with mass media, as well as with national organizations whose support is essential to the achievement of advocacy and communication objectives
- Maintain and update partner contact lists/database
Job Grade Factors:
- Reports to UNICEF Special Advisor on Cooperation with the Russian Federation
- Accountable for communication programme implementation. The work is task- and results- oriented
- Responsible for research, analysis and evaluation of information/communication materials
- Support in drafting, analysing, and editing articles and other advocacy materials
- Support in organizing special events in consultations with government counterparts and partners
- The supervisor defines the parameters of assignments and outlines approaches to problem areas. Research is carried out independently. Work may be reviewed while in progress, and upon completion
To qualify as an advocate for every child you will have:
- University degree in Communications, Journalism, Public Relations
- A minimum of 2 years of practical professional work experience in communication, print and broadcast media, or interactive digital media
- Work experience in the United Nations and international work experience is considered as asset
- Developing country work experience and/or familiarity with emergency is considered an asset
- Fluency in English and in Russian is required
- Nationality of Russian Federation is required
Common Technical Knowledge Required:
- Communication practice, methodology and practical application. Knowledge of current theories and practices in communication research planning and strategy
- Fundamentals of working in various media formats – print, audio, video, web, etc.
- Computer systems, including internet navigation, office applications, and specifically, interactive digital media
- United Nations or other international organizations; good understanding of world affairs, current events and international development issues
- Global human rights issues, specifically relating to children and women, and current UNICEF position and approaches
