Who are we - The Abu Dhabi Department of Education and Knowledge (ADEK) is the local or Emirate-level regulator of the Education Sector in Abu Dhabi. It oversees and provides services throughout a learner’s journey from early education to university and beyond. It also champions inclusivity for People of Determination in the mainstream schooling system and by providing specialized schools.

Purpose for the role:
The HCBP will be responsible to drive and implement Human Capital Management Strategy with its various functions, policies and services for ADEK sectors, through building relationships and enhancing communication with various related parties internally and externally.
Functional responsibilities:
- Drive and implement the Human Capital Management Strategy (covering talent acquisition, talent development and talent services) for ADEK Sectors
- Develop and finalize the Human Capital Management Budget for ADEK Sectors
- Prepare and discuss the Sector(s)’ special projects and initiatives related to the Human Capital Management HCM and people management.
- Ensure that the Human Capital Governance Framework is adhered to the Sectors’, with clear delegation of authority within divisions
- Implement the sectors’ operating model and all its elements (mandates, positions, job descriptions, job evaluations, competency frameworks, KPIs and functional performance) and salary surveys
- Implement the sectors’ manpower planning, supports sourcing, participates in interviews, provide onboarding support for new hires, as well as, manage special contract, secondment and outsourcing.
- Identify and design solutions for Sectors’ in relation to learning & development, including TNA and competency assessments
- Support the sectors’ implementation of the performance management cycle including performance evaluation, calibration of performance scores, employees’ promotions and performance improvements for underperformers.
- Provide guidance in the analysis of the Human Capital’s KPIs for the Sectors’
- Support in developing and implementing talent development and Leadership Programs for the Sectors, in coordination with the relevant Human Capital sections
- Understand and discuss operational Human Capital issues facing the Sectors and recommend ways to bridge any identified gaps.
- Perform other duties as requested by the Division Director
Background and Experience:
- University degree or equivalent in a related field, Master’s Degree is desirable.
- Experience of a minimum of 6 years in preferably the education sector, or any other related field.
- Excellent communication skills in English and Arabic.
- Working with a CRM, preferably Oracle Fusion.
