Head of MSF Russia Branch Office.
Médecins Sans Frontières (MSF) is an international, private and independent medical humanitarian organisation. It was founded in 1971 by a group of French doctors and journalists. MSF provides medical aid in more than 70 countries worldwide. Whether it is war-wounded people in Yemen, displaced populations in South Sudan or patients with tuberculosis in Central Asia. The projects are targeted especially at people in need who do not have access to sufficient medical treatment or who are excluded from aid.
In January 2017, the MSF International Board (IB) approved the idea of setting up an MSF branch office in Moscow. The main purpose of this office is to build up and maintain relations with the Russian authorities and other key stakeholders in Russia in support of MSF’s humanitarian medical operations worldwide (excluding operations in Russia). To support this engagement effort, the office is responsible for MSF’s institutional communication in Russian through media and digital channels. Also, the office is in charge of identifying suitable Russian staff for field deployment in MSF projects. The initial mandate of the office was reviewed in 2019 and should receive a new mandate in 2023, for five years.
Place within the organisation:
- As a Branch Office the MSF Moscow office is under the supervision and management of MSF Germany which is financially responsible for the office
- An intersectional Steering Committee is tasked with ensuring that the strategy and activities of the MSF Moscow office serve MSF Operations worldwide
- The MSF Moscow office works closely with the MSF Representation Team (HRT)
- The Head of Office / Representative is hierarchically accountable to and reports to the General Director of MSF Germany
- He/She will maintain close links with the MSF Operations, Representation and Coordinator based at the International Office
- The Head of Office / Representative participates in the intersectional Steering Commitee without the right to vote
- While not directly involved with MSF Operations in Russia, the Head of Office / Representative maintains productive relations with the Heads of MSF Missions running projects in Russia
Overall objective of the position:
The post-holder is in charge of managing the MSF Moscow Office. This does include the line management for currently 5 staff. Furthermore, she/he will act as MSF‘s senior representative in Moscow in charge of relations with the Russian government in support of MSF Operations worldwide (excluding Russia).
Main tasks:
Managing the MSF Moscow Office:
- Is responsible for developing the annual plan and budget for discussion with the Steering Committee and submission to MSF Germany
- Is responsible for reporting on activities
- Is accountable for ensuring a proper control of and reporting on financial indicators and the office budget
- Is ensuring the office complies with any legal obligation under the registration of the MSF-Holland Branch office in Russia
- Is responsible for the recruitment and management of office staff
- Is accountable for the proper implementation of HR management policies in collaboration with the HR responsible at the programme / OCA
Engagement:
- Contributes to the engagement-strategy for the MSF Russian Branch office for approval by the Steering Committee. Translates this into annual plans and budgets
- Manages MSF Russian Branch office efforts to implement the strategy. Reports regularly on progress made, obstacles encountered and risks anticipated
- Maintains regular and productive contacts with the MSF Heads of Missions in Russia
- Responds to requests from OCs for guidance on engagement, and provides support to MSF Movement engagement with Russian authorities
Representation:
- Represents MSF towards different Russian government authorities and other stakeholders including embassies, international organizations and think tanks
- Ensures all protocol duties related to representation needs and correspondence
- Upon request by Directors of Operations, desks and HOMs, facilitates access to relevant actors in Russia for MSF representatives
- Ensures meetings are minuted and relevant information is shared with MSF stakeholders including via the HRT network and SharePoint
Networking:
- Develops and maintains a relevant network of contacts with officials in relevant government bodies as well as other stakeholders relevant to MSF such as Russian think tanks and academic institutions and embassies
- Uses this network to understand the views of these stakeholders on issues of concern to MSF and to proactively communicate MSF messages to them
- Ensures that contact details are regularly properly stored and updated in a database
Advocacy / Communication:
- Together with the HRT team and other MSF stakeholders, identifies the humanitarian issues of concern to MSF for which it is necessary to develop advocacy efforts in Russia
- Identifies key stakeholders and people of influence related to these issues in Russia
- Identifies advocacy opportunities (events, conferences, bilateral meetings) or create them (organisation of MSF visits in the region, etc.)
- Provides guidance to intersectional Comms Manager on approach for Communications initiatives
Analysis
- Prepares a regular analysis of the Russian political and policy landscape, in as far as it pertains to humanitarian issues of concern for MSF
- Provides briefings for the HRT, the ExCom, RIOD, IB and other MSF Movement fora on request
- Ensures regular information sharing on the progress of the MSF Russian Branch office with various parts of MSF:
- Regular reporting to and communication with the MSF Germany General Director
- Information-sharing and consultation on key advocacy initiatives with the IORAC
- Sharing of information and providing guidance to Heads of Missions and Operations colleagues working in Russia
- Contributing to the development of a coherent and articulate MSF voice in Russia through participation in the Russia Comms Working Group and support to the Intersectional Communications Officer
- Providing updates to platforms like the ExCom, RIOD, IB and other
- Fosters and maintains strong networks within the MSF Movement on Russia-related issues
Skills and experiences:
- Strong commitment to MSF humanitarian principles and values
- At least five years of directly relevant work experience including at least two years prior professional experience of having worked in Russia or another country in the region
- Experience of working for MSF in medical-operational projects, ideally in Russia or the neighbouring region in a representation role
- Good networking skills, proven ability to build and maintain networks. Trust building skills, ability to "see the other’s point of view"
- Strong analytical skills
- Ability to synthesize complex material, record information accurately and write complex correspondence and internal memos
- Ability to manage and prioritize among competing priorities
- Ability to plan ahead to ensure ongoing needs are met while also being able to act quickly in response to requests from within MSF
- Ability to find compromises that can meet the diverse expectations of different MSF entities
- Experience of managing small teams of up 10 people
- Ability and willingness to work in the Russian environment
- Excellent written and oral communication skills in English; good spoken Russian
