Department of Culture and Tourism Abu Dhabi is looking for a Unit Head (Sector Steering).
Key Accountabilities:
Strategy activation:
- Develop and define overall tourism sector strategy, ambition and targets (incl. KPIs)
- Oversee overall strategy implementation (close alignment with sector initiative management), e.g. prioritization and challenging of initiatives
- Continuously track developments that could require amendments to sector strategy (e.g. market developments, trends etc.) and develop options for amendments
- Be central go-to-point for tourism sector strategy for DCT Strategic Affairs, DCT leadership and stakeholders from within the tourism sector
- Communicate sector strategy, ambition, targets and strategic objectives to relevant stakeholders within the sector (incl. changes to it)
- Be interface for and oversee external (strategy) consulting support
- Consolidate and prepare documents on strategy for DCT leadership and central Abu Dhabi government (e.g. ADEO submissions)
Sector leadership support:
- Support tourism sector leadership (i.e. Executive Director) on day-to-day operational tasks (e.g. preparation of meetings, filtering of requests, drafting of messages and speeches, consolidating reports etc.) and collaboration with other departments & communication to private sector
- Run and coordinate special projects on behalf of tourism sector leadership (e.g. to facilitate high caliber events)
- Channel and consolidate ad-hoc requests and allocate them within tourism sector or fulfil them
- Identify business development opportunities for tourism sector and develop high level concepts as basis for discussion with sector leadership
- Oversee and manage external vendors for sector-wide support (e.g. audit or consulting firms)
- Manage and oversee preparation of sector budget (in close collaboration with departments) and provide draft to sector leadership
- Prepare sector leadership meetings with department directors (e.g. preparation of agenda) and follow-up on key decisions taken
- Be key interface to other sectors and DCT leadership departments and coordinate cross-sectorial and DCT-wide issues
Tourism Committee Secretariat:
- Provide secretariat support to tourism committee (e.g. scheduling and preparing of meetings, collecting and consolidating topic submissions, preparing presentations, setting agenda, taking and distributing meeting notes etc.)
- Support DCT and sector leadership to fulfil their role in the tourism committee (e.g. preparing meeting briefs etc.)
Data analytics liaison:
- Be central 'connector' between tourism sector and data analytics function in strategic affairs
- Continuously oversee and manage collaboration between tourism sector and data analytics function to ensure all key requirements of tourism sector are fulfilled within the required time
- Bring together technical data analytics expertise and tourism sector expertise to 'translate' tourism requests to data analytics (e.g. specify outputs) and interpret data analytics outputs for tourism sector
- Manage data analytics capacity (in coordination with strategic affairs) to ensure required resources are available as needed
- Closely align with data analytics function on output and data formats and ensure tourism sector has right tools to work with data analytics
- Consult and cooperate with data analytics function on future development of DCT's data analytics capabilities
New Markets & Segments Assessment:
- Develop processes & guidelines for vetting proposals & products by different government entities, and provide input on topics
- Appoint cross-functional taskforce to assess niche tourism opportunities and potential new markets, and support leading sector entities on assessing opportunities for non-core travel purposes (e.g. professional sports, medical, and educational tourism)
- Researching market status and trends, and determine opportunity size including high-level investment and return requirements
- Support leading entity in defining the opportunity (including visitor segments, assets, T&T stakeholders, products & packages)
- Leverage partnership network to increase overseas awareness of AD for selected non-core travel purposes and new markets
Human capital development:
- Strategic industry workforce planning, incl. definition of occupational categories for Emiratization and capability development (hospitality, tour guides, …) and definition of skillsets and job requirements
- Assessment and forecasting of supply and work force demand for industry occupations
- Talent & capability development, incl. development of training/certification programs, creation and promotion of career development opportunities (e.g. internships & placement programs) and partnering with training and education entities
- Creation of outreach and awareness programs and initiatives for occupations with focus on Emiratization
Expertise / Experience:
- A minimum of 8 years of tourism projects or relevant field
Qualifications:
- Minimum of Bachelor’s in Strategy or relevant field
