IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Now they are looking for a Programme Manager (Central Asia and Russian Federation Migration Corridor).
Core Functions / Responsibilities:
Manage all aspects of the implementation of the Labour Migration Programme within Central Asia and the Russian Federation in a timely manner and be responsible for its budgetary, administrative, and technical backstopping in line with the International Organization for
Migration (IOM) policies and practices as well as donor requirements.
Ensure effective implementation of the programme by supervising and coordinating the work and among the project’s participating Country Offices (COs) in Central Asia and the Russian
Federation. In close coordination with participating COs and relevant stakeholders, establish and carry out monthly management meetings to monitor the progress of implementation and ensure timely, regular and cross-institutional information-sharing.
Ensure quality control of project outputs and keep good and orderly record of activity reports, monitor budget expenditure, anticipate and address emerging challenges, and report these in a timely manner to the direct supervisor.
Under IOM Moscow CoM’s guidance and in coordination with RO Vienna and CoMs in participating countries, identify potential donors and contribute to the development of a donor outreach strategy to mobilize co-funding for the programme. Identify and maintain regular contact with potential donors in the region for fund raising.
In coordination with the Senior RTS on LHD and the Monitoring & Evaluation (M&E) Officer in RO Vienna, develop and implement an M&E plan that captures, inter alia, beneficiary satisfaction, measurement of project outputs, and project impact. Carry out analysis as relevant.
Еnsure regular donor reporting in accordance with the donor agreement and in coordination with the Project Development and Reporting Unit and RO Vienna.
Provide technical and thematic support on labour mobility and human development thematic areas as required externally by government and non-governmental partners as well as internally within IOM in project implementation and strategic guidance.
Represent IOM and participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure promotion of the regional programme and IOM´s work on labour mobility and human development.
Identify and advise the CoM on project development opportunities and support further expansion of IOM´s Moscow programme portfolio in coordination with the RO in Vienna.
Support the CoM with the overall management of the IOM Moscow CO, external representation and coordination with RO Vienna and IOM Headquarters (HQ) as needed.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Political or Social Sciences, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional
experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in the field of migration issues, including operational and field experience, project development, project management and resource mobilization;
Demonstrated high level of expertise and experience in the field of labour migration, particularly in the Central Asia-Russian Federation corridor;
Experience in liaising with governmental authorities, other national/international institutions and NGOs;
Experience working in international organizations and knowledge of donor landscape in the region is a distinct advantage.
Skills
Working knowledge of data tracking, project monitoring and evaluation is desirable.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written).
Working knowledge of Russian, languages within the region, or any other UN languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
