TikTok is the looking for a Procurement Specialist (Russia & CIS).
Tasks
P2P Operations
Manage spend portfolio and overall procurement demand across all categories as the prime POC for the responsible cluster of markets e.g. Russia & CIS & France
Collaborate with Procurement-EMEA team lead, regional team and company HQ to promote/implement procurement operational guidelines whilst managing the end-end process within regional/country procurement remit.
Manage to develop and execute country level buying strategies adhering to HQ/regional strategies for the top-line categories and supply management via exercising the state-of-the-art procurement methodology and analytical approach to identify strategic opportunities.
Focus to execute procurement daily operations throughout the end-end activities covering PR — PO — Payment process at Ariba and OA
Lead to support the supplier due diligence and on-boarding registration process in conjunction with HQ VM, category team and internal stakeholders incl. regional/local Compliance, local Legal, Tax and Finance teams.
Lead and drive local supplier sourcing and tender process for all procurement projects across all categories in Russia & CIS & France
Conduct the fair value analysis and competitive evaluation whilst leading the contract negotiations with the suppliers, following the corp procurement governance practice e.g. Tendering guideline, Purchase Value Forms (PVFs) etc.
Build effective relationships with the key stakeholders at all levels via closely interacting with the business teams and cross-function including GBS, Marketing, HR, IT, Finance, Admin and Legal.
Provide the procurement system guideline and process trainings with the internal business users and external suppliers.
Best Practices
Accountable for ensuring the best practice in place for responsible cluster of countries so to meet corp compliance standard and procurement operational requirements.
Take the lead of the development of procurement Tools & Templates covering P2P process for the EMEA region as a part of the Best Practice Team to regional procurement.
Drive procurement excellency in terms of P2P and S2C process efficiency via systematic re-engineering efforts over the procurement management process, allowing for rapid adaptation of S2C best practice into the local operations and generate procurement values to business.
Qualifications
Minimum 2-3 years of working experiences in the international trade and procurement area with good potentials and ready skillsets to uptake the next level of role and more complex responsibility, subject to further coaching.
Language skills: Business level of English proficiency; other European languages and Mandarin would be a strong plus.
Well versed in the world leading procurement/spend management systems and digital platforms such as SAP/ARIBA, Oracle, Coupa etc.
Process mapping with strong logic thinking and strategic mindset to develop methodical approach and tactics to deliver process excellency.
Lean/Agile know how and procurement process re-engineering skills. AWS/VSM is a plus.
Strong in communications and problem-solving to manage procurement operation and day to day process.
