Under the direct supervision of the Country Project Coordinator and Project Manager, the Logistics & Procurement Officer will perform the following:
Support monitoring and performance evaluation of service and goods providers in the country;
Design and implement appropriate logistics actions; e.g. warehousing, in-country transport, customs clearance, and distribution.
Establish and implement routing and scheduling plans for in-country distribution;
Support the Country Project Coordinator with the development of a logistic plan to transport the goods to outer islands.
Support the installation of all equipment purchased by the project within the respective government offices;
Prepare a proposal to ensure an effective transfer of goods acquired with the Project resources;
Advise the Country Project Coordinator and the Project Manager of any delay and possible deviations from the plan and possible corrective action;
Support the Country Project Coordinator to monitor project risks and development of mitigation measures thereof, relaying information to Country Project Coordinator.
Facilitates the logistics of different trainings within the scope of the activities of the project.
Participates in meetings with different counterparts to ensure the specifications of goods/ services respond are in accordance with end-user requirements.
Support the preparation and implementation of the Country project procurement plan; PROMPT;
Support the analysis of requirements and synthesis of proposals for cost-saving and reduction strategies;
Support the Country Project Coordinator, in the preparation of the TORs/Specifications for the goods/services to be acquired by the Project in the assigned country;
Full compliance of procurement activities with UNDP rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system;
Support the synthesis of proposals and implementation of contract strategy including tendering processes and evaluation/desk review, contractor performance appraisal, managing the contract and contractor (including evaluation and negotiation to the award of contract and contract management stages), legal considerations and payment conditions, and risk assessment;
Drafting and maintaining procurement templates including notices, bidding documents, evaluation documents, and supply contracts;
Coordination with UNDP Pacific Operations Office to ensure integrated internal controls, timely payment of vendors, and full, auditable support documentation;
Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
Efficient and effective support of finance operations
Ensure Project is operating within budget;
Assist CPC in coordination with PM on the preparation of Project Budget (2020-2021)
Assisted in monitoring Project financial records to ensure Project is operating within the Budget.
