Job Description:
This position would report to Sr. Dir./Assoc. General Counsel in charge of the Global Trade Compliance team, who, in turn, reports to Juniper’s Chief Compliance Officer.
This new position will have primary responsibility for implementing Juniper import/export compliance in EMEA region.
The position will include regular interface with local customs, and training and monitoring of trade compliance programs for all customs brokers, forwarders, channel partners and contractors supporting Juniper’s business in the EMEA region.
The holder of this position will be a key member of Juniper Legal Department’s Global Trade Compliance team and will be expected to engage in close coordination not only with Global Trade Compliance organization, but EMEA Field Sales, EMEA Tax and Finance, Global Logistics and Customer Services Logistics organizations.
The position would have project management responsibility for certain India export and import projects.
Perform informal periodic reviews of sample transactions and arranges and participates in formal compliance audits of logistics services providers, brokers and EMEA channel partners.

Support for India customs issues, which may include:
— HSN classification;
— SCOMET export classification;
— SVB (valuation) matters;
— Repair center compliance and сoordinate/manage compliance-relevant logistics, support services.
The position will also include as required some subset of the following:
Support/manage trade compliance training content creation and dissemination;
Export Classification:
— New product introduction classification program;
— Maintain process for filing of CCRs/NL licenses /UK licenses/French ANSSI declarations/Russia notifications and for updating Product Master; and
— Assess new engineering developments for encryption changes/updates and for new foundational and emerging Technologies, Forensics, DPI, intrusion and surveillance, new technologies.
Process formulation, documentation, and document archiving, indexing, and regular updating;
Monitor and improve Trade Compliance internal web content; channel partner and supply chain web content; public site web content;
Trade compliance risk assessments, including impact of new export, encryption, and cybersecurity laws on Juniper;
Support development of human rights due diligence and risk assessment; and
M&A trade compliance due diligence support.
Minimum Qualifications:
B.A./B.S degree or equivalent. J.D. strongly preferred
Excellent written and oral communication skills (be prepared to furnish three 3+ page writing samples on relevant trade compliance subject)
Fluency in English required and proficiency in at least two of the following: French, German, Russian, Arabic, Dutch, Spanish, Italian, would be preferred.
7+ years full time experience in trade compliance organization at a multinational network equipment or other high-tech systems company with:
— Both Cat 5 Parts 1 and 2 software AND hardware product lines;
— A complex international supply chain and distribution structure;
— International support services and sparing organization;
— Working knowledge of EU and US export control regimes;
— License application and license compliance management.
