Purpose of the role:
Responsible for humanitarian affairs in the Mission (including Russia and Belarus) in line with MSF principles and values, supporting the Management Team in the analysis of medical humanitarian situation and security.
Responsibilities:
- Monitor the situation and advise the mission on medical humanitarian needs of displaced populations, act as liaison with other international and NGOs on questions access to healthcare and humanitarian assistance
- Analyze the effect of the sanctions and global isolation on Russian healthcare system; analyze and identify how the humanitarian action will be impacted and if/how Russia will reposition itself globally as contributor. Based on the analysis, in collaboration with communications department propose a strategy to address these points
- Develop engagement strategy with medical and academic circles in Russia and Belarus to to share experiences, based on the DR TB model project in Arkhangelsk/Vladimir and projects in Minsk that MSF currently operates
- Assist Head of Mission in Russia and Deputy Head of Mission in Belarus with context analysis, actor mapping, development and implementation of engagement strategy with state and medical authorities. Upon delegation responsible for representation of MSF in high-level meetings
- Support in developing systematic humanitarian monitoring tools and practices at respective project locations, and as a result of this monitoring, develop and implement a corresponding and pragmatic humanitarian affairs strategy focused on the protection gaps and needs identified through effective monitoring
Requirements:
- Academic background to Masters’ level (social science, communication, economics) with first-rate writing skills and excellent research / analytical skills
- Experience in working in humanitarian sector, network in state medical and administrative branches
- Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions
- Knowledge of international organisations, humanitarian systems and mechanisms, medical advocacy
- Native Russian and fluent English is a must (spoken and written)
- Essential computer literacy (database design/analysis, MS package, and internet-based research)
- Willingness to travel and spend time in the project area or other parts of Russia and Belarus for longer periods at the time based on needs and priorities

- Full-time employment, office in the center of Moscow
