An international development consulting firm Chemonics seeks a short-term gender and social inclusion international expert for USAID Democratic Governance East Activity (DG East).
The role
This five-year Activity aims to promote good governance, accelerate economic growth, advance anti-corruption efforts, and strengthen an inclusive civic identity in Ukraine. The purpose of this assignment is to review USAID’s policies and guidance on gender and socially inclusive (GESI) development programming and to evaluate effectiveness of DG East technical team, grantees, subcontractors, and partners in taking advantage of opportunities for inclusivity in program design and execution. GESI International Expert will work closely with DG East Inclusion Specialist to conduct an analysis of use of policies and practices for introducing GESI approach into program activities, as well as provide recommendations for improving of GESI considerations in all project components. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This position will take place remotely from April – May 2021.
Responsibilities include:
Conduct desk review of USAID GESI related policies, DG East GESI Action plan, DG East implementation plan, MEL plan, periodic reports and other relevant documents to identify how effectively GESI considerations used and operationalized in DG East activities.
Make an analysis and evaluation of GESI considerations and usage in DG East activities under Objective 1 and 2 as well as the effectiveness of GESI-related indicators as captured by MEL.
Develop recommendations for improving of GESI considerations in all project components e. g. MEL, work with CSOs, LGEs.
Conduct two briefings: one to DG East senior management team, and one 3- h briefing for DG East all-staff on findings of the evaluation of GESI component and further recommendations to improve programming.
Qualifications:
Graduate degree or equivalent in international development studies, social science or related discipline
At least 5 years of experience in development projects in Europe and Eurasia; – Experience working with a conflict environment
Good knowledge of USAID Gender Equality and Women’s Empowerment Policy as well as other USAID GESI related policies and visions
Experience in creating gender mainstreaming strategies, using gender analysis tools to monitor and evaluate projects and programs, and conducting programmatic gender reviews
Experience in developing inclusive development programming
Excellent communication, presentation and writing skills in English language
Knowledge of Ukrainian or Russian would be an asset, but it is not required.
