World Meteorological Organization is a specialized agency of the United Nations whose mandate covers weather, climate and water resources. Now the organization is looking to recruit a new Director.

 

Duties and responsibilities

Under the supervision of the Executive Management (Secretary-General, Deputy Secretary-General and Assistant Secretary-General), the incumbent is responsible for the management of the WMO Public-Private Engagement (PPE) activities. In exercising her/his functions, the incumbent shall:
Ensure implementation of the strategic directions on PPE as decided by Congress and Executive Council (EC); ensure the quality and relevance of the PPE activities keeping the WMO’s central role in a robust dialogue among the public, private and academic sectors;
Direct staff under her/his supervision and foster an environment that values innovation, motivation, performance, teamwork and knowledge sharing;
Provide assistance and advice to the Secretary-General (SG) and Executive Management on PPE; support the Congress, and EC in the preparation of decisions, documents and materials on PPE; coordinate development of policy papers, white papers, guidelines and other WMO material on various subjects of PPE and weather enterprise;
Promote PPE within the Secretariat and liaise with Directors of Infrasturucture (I), Services (S), Science and Innovation (SI) and Member Services and Development (MSD) Departments in setting related activities broadening the multi-stakeholder approaches and partnerships;
Provide assistance to the regional associations, technical commissions in raising awareness on PPE in relevant aspects of their work, and ensure a coherent and consistent approach to PPE issues across WMO bodies;
Support Members with advice and guidance on PPE through collaboration with National Meteorological and Hydrological Services (NMHSs) and other relevant national stakeholders;
Maintain close liaison with partners and stakeholder organizations on the subject of PPE, such as the United Nations (UN), and its specialized and related agencies, the World Bank, the Association of Hydro-Meteorological Industry (HMEI), and other relevant parties;
Arrange working mechanisms for dialogue and engagement with the private and academic sectors, such as the Open Consultative Platform (OCP); coordinate outreach activities and convene relevant international events;
Address issues related to compliance with international standards, authorization and licensing, data policy, etc. in the context of the weather enterprise and PPE;
Organize systematic collection of good practices, economic analyses and assessments and provide summaries to inform SG, EC and Congress decisions on the weather enterprise and PPE; raise internal awareness on the PPE subject by organizing information events for the Secretariat staff members;
Promote innovation and efficiency through cooperation between the public, private and academic sectors; work on engagement of civil society in the dialogue;
Be responsible for the preparation of the PPE Office work plan and efficient use of its budget;
Carry out other relevant duties as required.

 

Qualifications

Education

Master’s degree or equivalent in meteorology, hydrology, climatology or relevant scientific field. A Ph.D or equivalent would be an advantage.

Experience

At least 12 years of national and international progressively responsible experience in the organization and management of all aspects of meteorological, hydrological, climatological, and related environmental activities. Demonstrated experience in establishing partnership with private sector’s organizations and stakeholders, including in coordinating multi-sector, multiple stakeholders’ activities for enhanced dialogue and mutual awareness. Experience in working with regulators and in the development of policy and normative material. Rich technical experience in various aspects of WMO business areas allowing for critical assessment of technical solutions from different sectors. Experience in conducting socioeconomic benefit assessments and other analytical studies.

Other requirements

Ability to organize complex, multi-stakeholder activities and processes, including in diverse regional and country settings. Excellent knowledge of WMO strategies, policies and activities. Solid understanding of the dynamics of the public-private-academic relationships in the weather, water and climate, and related WMO policies. Sound knowledge of international coordination mechanisms and initiatives related to the production, availability and use of weather, hydrological, and climate information and services. Demonstrated responsibility, maturity of judgement and initiative and originality of ideas. Strong supervisory and managerial skills. Ability to write reports, documents and correspondence clearly and succinctly in English. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages

Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
