  • Contribute to the development of the SUN Movement strategy in collaboration with the Coordinator and the various governance mechanisms
  • Jointly develop and implement a common work plan for the Secretariat and four networks in order to maximise the contributions of all actors in the Movement
  • Recommend and/or determine priorities and supervise the implementation of work plans to manage the strategic and operational risks
  • In collaboration with the team, establish annual objectives and targets, performance measurements, standards and results expected
  • Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned
  • Keep the Coordinator informed/advised on opportunities and/or challenges to strengthen the SUN Movement capacity and results
  • Day to day management of the Secretariat as part of a Global Support system
  • Plan and propose to the Coordinator the resources required (human, financial and administrative) to ensure financial sustainability in accordance with UNOPS standards of ethics and integrity
  • Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority
  • Plan, recruit, manage and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity
  • Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed
  • Oversee, monitor and direct appropriate measures to maintain the safety and security of personnel, assets, property and information within the respective area of responsibility
  • Alliance building, networking and advocacy
  • Build and maintain relations with partners and contributors to the SUN Movement Secretariat
  • Continually look for new ways to bring together the SUN Networks and the Secretariat to improve their collaboration and drive optimal ways of working, focused on optimal support for SUN countries
  • Represent the SUN Movement Global Support System (when requested by the SUN Movement Coordinator) in public events, task forces, working groups, intergovernmental and interagency discussions, interactions with stakeholders outside the UN system, and any other relevant situation
  • Resource mobilisation
  • Provide leadership and coordination to the management and operationalization of the SUN Movement Pooled Fund
  • Oversee the transition to a possible new pooled fund in line with current developments
  • Lead the development of a consolidated global strategy for resource mobilization
  • Make recommendations on best practice approaches to donor interactions, including identifying opportunities to leverage private-sector investments and innovative financing mechanisms
  • Represent the organization in donor and membership meetings and negotiate/finalize donor agreements
  • Governance, programme management and quality assurance
  • Assisted by the wider Secretariat, support the Executive Committee in its governance responsibilities to ensure the Board, Executive Committee and its various working groups have the advice and resources it needs to perform its responsibilities, and that appropriate processes and records are maintained
  • Provide oversight to the hosting arrangement of the SUN Movement Secretariat with UNOPS and lead the programme management responsibilities associated with this
  • Implement internal performance and quality control systems for the SMS including tracking, monitoring and reporting on project delivery and financials
  • Evaluate performance to measure efficacy and alignment of the SMS, with UNOPS standards of accuracy, transparency and accountability
  • Knowledge management and innovation
  • Drive knowledge sharing and strategic communication across the organization and beyond, ensuring collaboration and continuous feedback as appropriate
  • Lead the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements
  • Lead the planning, implementation and organization of strategic capacity building of personnel, partners and stakeholders

 

Education:

  • Advanced university degree (Master’s degree or equivalent) in one or more of the following disciplines: human development, social sciences, rural and agricultural development, international development, public health, management, development economics, public administration, business administration or related fields

Experience:

  • A minimum of 15 years of progressively experience that combines strategic and managerial leadership in administration, business management, planning and operations
  • Relevant professional experience must include 10 years of experience at the international level
  • Proven success in building and strengthening partnerships (with particular expertise in multi-stakeholder partnerships and strong approaches to accountable joint-planning and working) is required
  • Demonstrable success in fundraising and budget management is required
  • Strong management skills with experience in guiding teams through transition (change management/organizational change expertise) is required

Languages:

  • Fluency in English is required
  • Knowledge of another UN official language, particularly French, is an asset (UN official languages are Arabic, Chinese (Mandarin), English, French, Russian and Spanish)
