An exciting opportunity to join the Food and Agriculture Organization of the United Nations as a Director of OER.

 

The Food and Agriculture Organization of the United Nations (FAO)[Note 1] is a specialized agency of the United Nations that leads international efforts to defeat hunger and improve nutrition and food security.

 

Under the policy guidance and the general supervision of the Deputy Director-General, the Director of the Office of Emergencies and Resilience (OER) will provide strategic vision and direction to all activities of the Office. In particular, the incumbent will:
Provide leadership and vision for the advancement and implementation of FAO’s emergency response and resilience-building work, including the promotion of preventive and anticipatory action, at scale livelihood-saving emergency response and promotion of longer-term interventions fostering humanitarian-development agenda;
Be accountable for FAO’s humanitarian and development response to food crises from all shocks and disasters including food chain, natural disasters and conflict;
Ensure the provision of timely and coordinated support to disaster affected countries and populations, in close coordination with FAO’s (sub)regional and country levels;
Forcefully engage with traditional and new resource partners to secure adequate funding for the implementation of FAO’s emergency and resilience activities;
Ensure that FAO’s Decentralized Offices are adequately equipped and programmes are proportionate to the scale of the crises at hand;
As head of an office with cross-cutting functions, ensure the technical rigour and inputs from all relevant technical units in FAO in all humanitarian and resilience interventions;
Contribute to the global humanitarian-development discourse by systematically harnessing FAO’s deep and vast technical knowhow in food and agriculture to promote evidence-based analysis and publications in emergency and resilience interventions;
Ensure FAO’s emergency and resilience interventions are adequately coordinated with and contribute to relevant corporate programmes and initiatives;
Represent the Organization in humanitarian and resilience interagency coordination mechanisms, as well as in high-level meetings and events related to the Office’s field of competencies and liaise with the UN Offices, Funds, Programmes and Agencies dealing with emergency and resilience;
Support overall coordination of food security humanitarian interventions including as co-lead of the FAO-WFP led global Food Security Cluster;
Promote a culture of innovation and knowledge sharing through strategic partnerships;
Ensure strong internal and external advocacy of FAO’s emergency and resilience work including through sustained engagement with the media;
Ensure FAO’s emergency response procedures are regularly updated and preparedness efforts sustained;
Exercise overall management responsibility of the Office, its staff and financial resources.

 

General Requirements
Advanced university degree in agriculture, economics, or disciplines related to the mandate of the Organization;
Over 15 years of relevant managerial and professional experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in humanitarian contexts or countries that are vulnerable to disaster or other emergency risks;
Demonstrated political judgement in an international environment;
Proven negotiation skills, maturity, tact and diplomacy;
Demonstrated management and strategic leadership skills;
Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish);
Ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting.
