Job purpose:
The jobholder is responsible for overseeing Digital Governance activities including procurement and contracts management for digital projects ensuring adherence to policies and guidelines.
Responsibilities:
- Manage the procurement process for digital projects in coordination with CCHI Procurement and vendors/ contractors ensuring alignment with CCHI policies and guidelines
- Develop the annual procurement plan for digital projects in line with the strategy and in accordance with the needs and trends of previous years
- Manage the development of requests for proposals (RFPs) or requests for quotations (RFQs) in accordance with requirements and conditions and in coordination with stakeholders
- Evaluate technical and financial proposals received from bidders in coordination with technical experts and recommend most suitable one for selection
- Ensure the application of consistent contract management practices across digital transformation-related projects in line with the applicable standards, procedures and processes
- Manage the development of contracts with contractual and/or commercial implications to consultants, contractors, and vendors in coordination with Legal Contracts
- Coordinate with Legal Contracts for the revision of digital transformation-related contracts issued by CCHI or other parties for NPHIES to ensure adherence with legal policies and guidelines affecting interests and benefits
- Review and assess all contract modification requests in coordination with Legal Contracts and decide on appropriate actions
- Ensure all changes that occur during the contract are logged in the variations register for tracking purposes
- Resolve contractual disputes and any other contractual issues in coordination with Legal Contracts
- Evaluate the performance of vendor against contracts to ensure adherence to agreed-upon terms and conditions
- Decide on contract termination or renewal or renegotiation of a supplier/contractor's contract in coordination with concerned Technology and Digital Transformation department in accordance with the relationship and experience and the results of the supplier evaluation
- Verify that all contracts are appropriately closed out in an accurate, complete and timely manner
- Ensure follow-up of payments by suppliers / contractors and ensure compliance with the terms of the agreement
Education, Certifications:
- Bachelor’s Degree in Business Administration or a related field
- Information Technology Infrastructure Library certification (ITIL) or Control Objectives for Information and Related Technologies (COBIT) or any other equivalent certification is a must
- Highly proficient in oral and written English language (Advance)
Experience:
- 9+ years of relevant experience with at least 3 years of experience in a managerial position
- Experience in procurement, contracts
- Previous experience in government sector or regulatory bodies is preferable
