The position will support e-commerce B2C marketplace business of Aliexpress platform and B2B wholesale consumer goods import business.
Responsibilities:
- Developing a culture of compliance across all work processes (moderation of goods on the platform, procurement, payments, personnel, interaction with marketplace sellers, etc.)
- Monitoring risks for compliance with the international sanctions’ regime, export controls, foreign trade activities, conflicts of interest and anti-corruption
- Analysis of economic measures taken by EU, the US, the UK. Work with lists of restricted goods and persons. Monitoring of legislation, adaptation of its requirements to the internal business processes;
- Proposing solutions to minimize compliance risks and taking comprehensive measures to reduce them. Developing, improving and regulating compliance processes and embedding them in the company's internal documents and policies. Implementing the requirements of multinational shareholders in the area of international sanctions
- Monitoring compliance procedures
- Developing compliance policies and keeping them up-to-date
- Assisting the moderation team in developing rules and filters for sanctioned goods
- Processing compliance requests from foreign banks and payment systems
- Interaction with external auditing authorities regarding compliance competence
- DD and KYC of counterparties. Business ethics and sanctions compliance control. Review and assess sanctions risk of counterparties and transactions on a regular basis and in accordance with signals from employees and company management. Participation in the development of automation of contract and payment reviews
- Development of recommendations to heads of business units, consulting on compliance issues, organization and conduct of events on sanctions law, export control, foreign economic activity, corporate conduct, and professional ethics norms. Conducting internal training for employees on the specifics of restrictions
- Building cross-functional interaction between Legal & Compliance Department and GR, PR, Product and Tech teams on compliance processes
- Participation in the settlement of red flag cases (communication with clients and counterparties for explanations)
- Organization of a hotline and handling of initial reports to the hotline
Candidate profile:
- Experience with international sanctions compliance (additional advantage - experience in e-commerce) in a similar position for at least 5 years. General and practical knowledge of international legislation on foreign sanctions (EU, the US, the UK) (additional advantage - experience in other areas of compliance - anti-corruption, anti-trust, labor, ethics, etc.)
- Higher legal education. MSU/MSLA/MGIMO/HSE (МГУ/МГЮА/МГИМО/ВШЭ) preferred. Advanced training in compliance, confirmed by a diploma/certificate, etc
- Russian language proficiency essential. English language proficiency, including strong legal English. Ability to work with European, UK and US sources of information
- Willingness to work as a single compliance officer (at least initially), and to prepare research, analysis and conclusions on compliance procedures independently
- Experience in compliance deployment in foreign trade activities (B2B, e-commerce)
- Strong knowledge of leading international standards and best practices in anti-corruption, compliance (corporate and business ethics), and anti-money laundering
- Strong knowledge of methodologies of internal corporate investigations or criminal investigations
- Experience in analyzing a transaction/transaction for sanctions risk
- Understanding of foreign trade payment procedures
- Experience of participation in development, expertise and implementation of technical specifications for process automation, experience of implementation and approval of new/changed electronic products and services
- Analytical thinking, ability to work with large volumes of information, systematic approach to problem solving, desire to develop professionally in the field of compliance
- Open-mindedness and tolerance, high ethical standards and ability to work in a multi-cultural environment
- Excellent written, oral and interpersonal skills, high level of communication, strong social skills; high energy and the ability to interface with, and gain the respect of, stakeholders at all levels
