Mortgage Refinancing Company of Uzbekistan (UzMRC) was established on November 14, 2019 (based on the President'scase of May 13, 2019 No. UP-5715) as a mechanism to promote affordable housing. The company’s shareholders comprise 12 commercial banks (75%) and the Ministry of Finance (25%).
UzMRC’s main objectives:
- Provide long-term resources to the banking sector in order to promote development of the mortgage market
- Promote development of capital markets, through issuance of corporate bonds and mortgage-backed securities
- Promote international mortgage lending practices
- Contribute to the formation of methodological and regulatory framework in the field of mortgage lending and refinancing
Responsibilities:
- Responsible for overall management of Treasury, Financial Accounting and IT deparments
- Manage day-to-day financial operations of the company including modelling of cash flows, ensuring the Company’s assets and liabilities are closely matched
- Ensure compliance with prudential ratios including, leverage, iquidity, capital adequacy and concentration ratios
- Develop tools and reporting guidelines that facilitate the process of cash flow, liquidity, asset/liability gap and risk management
- Prepare appropriate reports to ALCO, Supervisory Board and Shareholders meeting
- Invest the surplus funds of the Company in accordance with the Investment Policy
- Timely preparation of monthly/quarterly/semi-annual and annual financial statements in accordance with applicable accounting standards
- Liaise closely with the External Auditors and the Tax Consultants of the Company
- Preparation and monitoring of the company’s budget
- Coordinate development of loan administration, monitoring and appraisal systems from scratch
- Coordinate upgrade of the company’s existing accounting systems
Qualification and Experience:
- At least 5 years’ experience in a financial institution and good background in Treasury/ALM
- Experience in coordinating IT projects
- Degree in Accounting or Finance related area
- Strong knowledge of accounting principles and IFRS
- Knowledge of the capital markets
