UNESCO is seeking an Associate HR officer.
The main duties and responsibilities of the post are:
1. Support IIPE-UNESCO’s Recruitment, On-boarding and Off-boarding Function:
Support preparation of annual staffing plans and maintain an accurate recruitment tracker for management reporting.
Create and publish Vacancy Annoucements (VA) on UNESCO’s corporate recruitment platform and track candidate applications.
Support hiring managers in organizing written and competency based interviews.
Prepare complete and accurate interview reports and recruitment recommendation Memos.
Prepare draft offers of employment and Personnel Action Requests for management approval.
Prepare draft separation letters for management approval.
2. Support IIPE-UNESCO’s Staff Benefits and Entitlements and Welfare Function:
Act as first point of contact in the interpretation and application of entitlements and benefits and provide expert advice throughout the employee lifecycle.
Work with UNESCO’s Benefits Unit and advise Staff on their statutory travel, salary, allowances and social security benefits and entitlements.
Contribute to initiatives to enhance the wellbeing and engagement of employees at all levels.
3. Support IIEP-UNESCO Staff Development Function:
Gather staff development requests and compile an annual training plan.
Prepare training schedules and coordinate logistics for in-house face to face training events.
Conduct research on training offerings relevant to IIEP-UNESCO’s support staff.
4. Support IIPE-UNESCO’s Performance Management Function:
Support employees in completing performance management steps in UNESCO’s Performance Management system.
Extract status reports from UNESCO’s Performance Management system and assure their accuracy for management reporting.
Liaise with UNESCO’s Performance Unit to resolve technical issues related to use of the UNESCO’s Performance Management system.
Support to Staff in completing mid-term performance reviews and annual performance evaluations within the laid down time-frames.
5. Staffing Tables and HR Personnel Records Management:
Maintain accurate records of IIEP-UNESCO employees’ staffing levels for management reporting.
Create and maintain accurate individual HR personnel records.
Maintain and update IIEP-UNESCO digital and physical HR records repositories.
REQUIRED QUALIFICATIONS:
Education: advanced university degree (Master’s degree or equivalent) in Human Resources Management or Business Administration.
Work Experience: minimum 2 years of progressively responsible work experience in the field of HR management, of which preferably 1 year acquired at international level.
Experience in talent acquisition and management in a medium to large size organization.
Experience in administering Staff benefits and entitlements and providing advice to senior management.
Experience in staff servicing at a global level.
Skills and Competencies: excellent knowledge of HR management practices including thorough knowledge of the employee recruitment cycle.
Good ICT skills with proficiency in the use of MS Office Suite and ERPs ( SAP, Oracle etc.).
Knowledge of and familiarity with talent management systems (Cornerstone OnDemand , SAP SuccessFactors etc).
Ability to identify evolving HR issues, conduct research and make substantive recommendations.
Ability to contribute to a positive work environment of mutual respect and teamwork.
Ability to show initiative, flexibility, resilience and maintain positive relationships even in difficult circumstances.
Ability to takes ownership of challenges and solutions; work with tact, discretion, good judgment and influencing skills.
Ability to communicate clearly and effectively (written and oral).
Languages: excellent knowledge of English or French and very good knowledge of the other.
DESIRABLE QUALIFICATIONS:
Work Experience: experience in staff servicing and support within the UN system, NGOs or public sector organisations.
Skills and Competencies: knowledge of and familiarity with legal frameworks and current trends in Human Resources Management.
Knowledge of and familiarity with Performance and Learning Management Systems ( e.g. Cornerstone OnDemand).
Ability to anticipate and adapt to changing HR support needs in IIEP-UNESCO and actively supports positive change.
Languages: knowledge of Spanish.
