The University of Central Asia (UCA) is a private (not for profit), secular University whose charter has been signed by the Presidents of Tajikistan, the Kyrgyz Republic, Kazakhstan, and His Highness the Aga Khan, ratified by the parliaments of the founding states and registered with the United Nations. UCA is the first internationally chartered university in the world. UCA’s mission is to foster the socio-economic development of Central Asia, particularly its mountain societies, while helping the peoples of the region preserve and draw upon their rich cultural heritages as assets for the future.

 

Summary of Position and Key Responsibilities:

  • The primary purpose of this role is to support the Director of Human Resources in the delivery of the UCA strategic human resources plan, and through hands on leadership of the HR operations team build a high performing, customer centric team of valued HR business partners. The ADHR will manage day to day employee relations, HRIS, performance management and learning and development and support the Senior Manager Compensation and Benefits in the integration and improvement of payroll activities. He / she will work closely with the Talent Acquisition Manager, and Internal Communications Manager on the improvement of recruitment and internal communication processes
  • Build the capabilities of an HR operational team to be a valued business partner to functional heads at the campuses and Central Administration Office
  • Increase the employee relations skills and proactiveness of operational HR staff
  • Build the performance management skills of the UCA leadership team through coaching and training opportunities and build a strong business partnering model that works closely with line managers to identify skill and knowledge gaps and provides sound advice in the building of individual and departmental development plans
  • Provide guidance to the compensation and benefits and operations team to streamline manual payroll processes. Put forward integration opportunities identifying and payroll process improvements
  • Build a strong customer service delivery culture in all aspects of transactional service delivery
  • Oversee the production of accurate and meaningful management information through thoughtful integration of the SAP HRIS systems. Use useful management information to measure and improve people management processes
  • Ensure PMGM is fully utilized to efficiently support the assessment of performance, setting of meaningful objectives and identification of development needs
  • Effective management of the talent development function to support both bottom up (Individual development plans) to top down (strategic skills and capability development) L&D activities
  • Through coaching of the C&B and Operations team streamline UCA payroll processes and effective integration of UCA payroll activities
  • Liaise with the Talent Acquisition and Senior Manager Compensation and Benefits to ensure job offers are received quickly and effectively
  • Oversee the effective management of international, regional, and national HR files

 

Requirements and Skills:

  • To have managed teams of HR generalists in an organization with a strong customer service and performance-based culture
  • A proven coach, with a strong track record of building team performance by setting high standards and increasing the capacity of team members to achieve these standards
  • A very strong communicator, able to explain modern HR concepts and gain the buy in of internal stakeholders to improvement initiatives
  • Have expertise in the effective implementation of HRIS systems and production of beneficial management information
  • Experience of streamlining and making HRIS systems more efficient
  • Confident managing employee relations activities across several jurisdictions. Ideally with expertise in Central Asian labor law systems
  • Able to work effectively and productively with internal stakeholders at all levels by demonstrating HR expertise and strong listening skills
  • Strong specialist knowledge in performance management and learning and development processes
  • Excellent Microsoft Office skills (particularly Word, Excel, and PowerPoint)

 

Conditions:

  • The position will be based in Bishkek, Kyrgyz Republic and would require regional travel
